Exercise of the rescue services "Skansen Sanok 2018"
Assumptions of the exercise included various episodes combined into a quasi-fictional scenario. A wide range of scenarios was mastered, among others: fire of the museum objects, evacuation of injured people, mass event caused by a traffic accident, hostage abduction, helicopter disaster, specialized high-altitude rescue operations using mountaineering techniques and water and diving activities. In addition, the 21st Podhale Rifle Brigade demonstrated medical evacuation techniques in counter-terrorist operations using typically military measures, including Rosomak-WEM medical evacuation vehicles.
The MCS activities included both operational activities carried out at the Museum of Folk Architecture in Sanok and during staff exercise at the Poviat Headquarters of the State Fire Service in Sanok. Moreover, CIK was participating in the conference and training, during which the scope of MCS functionalities was presented. MCS operators generated information products based on satellite data and data obtained using unmanned aerial vehicles. The aim of delivered Information in this form was to increase the situational awareness of the emergency services managing their activities.
Among the delivered products were maps and situational imagery. They presented the venues for individual episodes in the framework of exercises, the distribution of forces and resources involved in the operational activities, as well as the location of facilities of special importance for public safety in the municipality of Sanok. For selected places, detailed three-dimensional terrain models were done. Based on the data obtained from flood modelling, hypsometric maps with flood hazard zones were developed. Moreover, the analysis of satellite imagery and other spatial data allowed to identify potential threats.
MCS provided also transmission (in real time) of the images recorded by the unmanned aerial vehicle for the needs of the headquarters staff. The staff and persons coordinating the activities of the services and institutions verified the situation on an ongoing basis, using the computer environment for the exchange of information about the event - also provided by MCS.
The exercise was attended by representatives of the Provincial Headquarters of the State Fire Service in Rzeszów, District Headquarters of the State Fire Service in Sanok, National Medical Rescue Service, Air Rescue Service, Police, Border Guard, 21st Podhale Riflemen Brigade, Territorial Defense Forces, Department of Crisis Management of the Poviat Starosty in Sanok, Bieszczadzka Grupa GOPR, Association of Civil Rescue Teams with the rescue dogs STORAT and the Crisis Information Center of the Polish Academy of Sciences.
The participation of CIK SRC PAS in the "Skansen Sanok 2018" exercise was carried out as part of the project "Operating system for gathering, sharing and promotion of digital information about the environment – Sat4Envi" under the Operational Program Digital Poland for 2014-2020.
