Network of DRIVER+ Centres of Expertise: seminar „Safety for drones, drones for safety”
Pan-European DRIVER+ Centres of Expertise network was established in order to support practitioner organisations in the field of crisis management, disaster risk reduction and security in their capability development and innovation management, especially by using DRIVER+ achievements. CoE network has 11 members from 9 EU countries. It is chaired by CBK PAN, with RAN as the vice-chair.
Crisis management is a sector where new technological solutions, if properly applied, can bring a lot of tangible added-value in a very short term perspective. One of such solutions, increasingly more and more popular across Europe, is the use of UAVs in crisis situations. The challenge is to maximize the benefits offered by drones (especially up-to-date, precise information on the current situation) while at the same time ensuring the safety of their operations.
At least several of DRIVER+ Centres of Expertise have practical experience in the use of UAVs for crisis management purposes. For Polish CoE drones are our main area of interest. In order to share experiences, exchange opinions and discuss the lessons learnt e a virtual seminar on „Safety for drones, drones for safety” was organized on the 21st of September. The event was focused on two main issues:
- solutions/procedures to ensure smooth drone traffic management during a crisis situation,
- best practices/examples of use of drones in a crisis situation - how drones can contribute to a more efficient operation of all services involved.
The „Safety for drones” part consisted of 2 presentations: „Support for public safety and security UAV missions in Polish airspace” by Mr Michał Staniewski, Dynamic Safety&Security Project Manager, Polish Air Navigation Services Agency (PANSA) and „Ensuring resilient communication for drones in crisis situations” by Ms Nicola Savage, RAN Associate at Excelerate Technology.
During „Drones for safety” part the following presentations were delivered: „PL case study: experiences of using drones and manned aviation in crisis operations on the basis of LAS2021 State Fire Service exercise” by Mr Jakub Ryzenko, Crisis Information Centre director, Space Research Centre (CBK PAN); “Drones for crisis management in collaboration with law enforcement” by Mr Stefan Haggo, project manager, Civil Protection Department, Swedish Civil Contingencies Agency (MSB) and „3D Security: Societal challenges and opportunities from civil drone proliferation” by Mr Bruno Oliveira Martins, senior researcher, Peace Research Institute Oslo (PRIO).
